The Persian Gulf’s abundant oil and gas reserves have led to significant maritime traffic. This has enabled small littoral states to achieve considerable economic prosperity and political influence by leveraging these potentials. Beyond utilizing existing oil and gas resources, providing services such as bunkering to commercial vessels, service crafts, and even fixed and mobile industrial-oil platforms in these waters has become a vital industry and a source of income and employment. Unfortunately, despite existing sanctions, the Iranian government has recently made limited use of this crucial economic activity, which could be highly beneficial through the involvement of non-governmental commercial entities (private individuals or legal persons) outside the scope of sanctions. This library-based research, assuming the feasibility of private sector bunkering in the Persian Gulf and government-offered discounts to foreign buyers due to sanctions, aims to answer two fundamental questions: Firstly, which areas are most suitable for bunkering operations? Secondly, can expanding this trade contribute to economic development, reduce some sales costs incurred by sanctions, and allow domestic companies to benefit from government discounts on fossil fuel sales? Furthermore, can this initiative regulate traditional and service vessels involved in fuel smuggling, thereby transforming many economic challenges in the sea-based economy into opportunities for value creation and sustainable employment, while simultaneously increasing the gross national income?
