Lone-actor bioterrorism represents the nexus of two of the most complex contemporary security challenges: the threat posed by biological agents with mass casualty potential and the unpredictable dynamics of the "lone wolf" actor. Existing literature on lone-actor terrorism predominantly focuses on perpetrators utilizing conventional weaponry, whereas biosecurity scholarship emphasizes collective or state-sponsored threats. This article addresses this lacuna by focusing on a specific actor typology: the "Bio-Wolf in Sheep's Clothing."
> This metaphor alludes to an individual who leverages technical expertise, authorized access (e.g., as a scientist), and a façade of normalcy to obfuscate malicious intent. Employing a qualitative methodology and an analytical literature review, this study argues that the "Bio-Wolf" profile diverges significantly from the traditional "lone wolf"; these individuals often exhibit higher levels of educational attainment and occupational stability. Their motivations stem from a complex amalgam of ideology, personal and professional grievances (the "Disaffected Scientist Syndrome"), and psychological factors (the "God Complex"). The principal challenge in detection lies in the "dual-use" nature of their skills and equipment. The article concludes that prevention strategies must transcend traditional profiling, focusing instead on bolstering "insider threat programs" and fostering a culture of responsibility within scientific communities
